We're often asked to review projects that have run into problems. There are many areas where problems can occur in these projects. Sometimes the problem is with the system itself, but usually it's something else such as the people, an unclear product development process, an inappropriate company organization and structure, lack of finance, unclear definition of engineering information, hurried installation, lack of training or lack of support for everyday system use. Recently we've seen two problems appear frequently. In the first of these, an Engineering organization sets itself some objectives to reduce lead time, reduce costs and improve the quality of engineering information. It calls in some PDM vendors and tells them what's needed. All the vendors assure the Engineering VP that a PDM system is the right tool to reduce lead time, reduce costs and improve the quality of engineering information. There are the usual negotiations about proposals, budgets and plans and eventually one vendor is chosen and implements a system. The implementation goes well - there are no problems with interfaces or numbering systems or with the ERP project. Then the Engineering VP starts making his (or her) budget for the next year, finds that productivity is going down, calls in the PDM vendor and says 'Your system is so lousy that we've spent a million bucks on it and our productivity has gone down. What are you going to do about it?' The PDM vendor says 'Hey, look at the plan. We've done everything we said we'd do and we've done it on time and in budget'. 'No you haven't', says the Engineering VP, 'we told you our objectives were to reduce lead time and reduce costs, and lead times have got longer and our costs have gone up. What are you going to do about it?' The root of the problem here is that the expectations of the two parties are very different. The vendor wants to implement the system according to plan, the Engineering VP is looking to improve performance. To avoid this kind of expectation gap, define the expected result of the implementation clearly in the contract. Be specific. If for example, there is a target to reduce costs, specify exactly which costs should be reduced (operating costs, product costs, infrastructure costs?) and by how much (10%, $1M?). In the second type of problem we've been seeing, a PDM vendor proposes to a company that a system integration partner will implement the system. The system integrator doesn't have enough people with the right skills available so asks one of its partners if it has someone suitable. The partner doesn't, but knows some people who have the skills. These people work hard at doing what they are told to do. The only problem is that they've never seen either the company or the vendor. Not surprisingly their deliverables are not exactly what the company wanted. Then of course there are lots of meetings at which the company blames the vendor, and the vendor blames the integrator ... None of which adds any value for the users. To help prevent this problem, the company should specify in the contract that it wants to interview everyone who will work on the project, has the right to reject them, and will only pay for work done on the company site. This may not eliminate the problem, but it gives the company more visibility and control over the implementation. |
