* Welcome *
Welcome to this issue of 2PLM, an e-zine distributed every two weeks on a free subscription basis.

* PLM definition, CM, and PLM lifecycle phases *
Further to references to the definition of PLM in the August 16 issue of 2PLM, a reader pointed out that GEIA's 38th Annual Engineering and Technical Management Conference will address key standards and initiatives in data and configuration management, and related topics that are intended to enhance integration through the total lifecycle systems management (TLCSM) process. Details

According to the site of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology, TLCSM is the implementation, management, and oversight, by the designated Program Manager (PM), of all activities associated with the acquisition, development, production, fielding, sustainment, and disposal of a DoD weapon system across its life cycle.

Meanwhile, Kjell Bengtsson of EPM Technology informed us of a report about interoperability referenced on the FIATECH site.

FIATECH is a non-profit consortium focused on fast-track development and deployment of technologies to substantially improve how capital projects and facilities are designed, engineered, built and maintained.

The PDF report, NIST GCR 04-867, 'Cost Analysis of Inadequate Interoperability in the U.S. Capital Facilities Industry', weighs in at 1.5 MB. It estimates the cost of inadequate interoperability in the U.S. capital facilities industry to be $15.8 billion per year. Details

There's an interesting list of key terms on the FIATECH site. It includes :
  • Life Cycle Data Management - is the management of data throughout the capital project or plant life cycle.
  • Capital Project Life Cycle - includes the phases "feasibility - design - construct - startup - operate - renew", that is the life cycle of the plant or facility.
According to the NIST GCR 04-867 report, "Capital facilities pass through a number of stages or phases: planning and design, construction, and commissioning; operations and use (to include maintenance and renewal/revitalization actions); and then decommissioning and disposal .... Therefore, the facility life cycle is segmented into four broad life-cycle phases."

According to Product Lifecycle Management: Paradigm for 21st century Product Realisation, which will be published in early September, "as seen by the user there are five phases in a product's lifecycle :
  • Imagine
  • Define
  • Realise
  • Use (operate)
  • Dispose (recycle)
and as seen by the manufacturer/supplier there are also five phases:
  • Imagine
  • Define
  • Realise
  • Support (service)
  • Retire"
Starting with these definitions, it's interesting to see how the NIST lifecycle phases and FIATECH key terms relate. Of course, some readers might think it doesn't matter how many phases there are in a product's lifecycle.

On the other hand, some readers might think that when working with other organizations there could be advantages in having clearly defined lifecycle phases, each of which has clearly defined processes and information structures. Advantages such as easier communication, standard interfaces, simple interfaces, reduced costs, less time wasted, etc.

Product Lifecycle Management is a 21st century paradigm that is rapidly taking shape. Organizations such as FIATECH and the PLM Interest Group are leading the way :
  • Defining PLM and lifecycle phases
  • Benchmarking PLM
  • Building the PLM Capability Model
