* Welcome *
Welcome to this issue of 2PDM, an e-zine distributed every two weeks on a free subscription basis.

* Feedback on 'challenges of PDM implementation' *
In the previous issue of 2PDM we mentioned two problems that we've seen recently in PDM implementations. In one of these, the expectations of the system vendor and the user company are very different, but this only becomes apparent a long way into the implementation. To avoid this kind of expectation gap, we suggested that the expected result of the implementation should be clearly and quantitatively defined in the contract.

In the second type of problem, a PDM vendor proposes to the user company that a system integration partner will implement the system, but the system integrator sub-contracts the work to partners who don't deliver exactly what the company wanted. We proposed that to help prevent this problem, the company should specify in the contract that it wants to interview everyone who will work on the project, has the right to reject them, and will only pay for work done on the company site.

We received the following feedback from Ben Anthony (Ben.Anthony@gbr.xerox.com).

Just a thought, but what would you suggest that integrators / vendors should do when a customer does not provide the staff / time / effort / facilities that were agreed? It is often not possible to manage through these issues without impacting costs / timescales etc. Penalty clauses for customers are not the solution. It is surely about team working and effective relationships, but if problems do occur, tackling them can be made more difficult for all sides when parties manage through contract provisions rather than a co-operative team approach.

Good feedback, Ben. In reply, a few thoughts on some of the issues you raise.

(i) You are right. Team working and effective relationships are the right way to manage the problems that can arise when either party does not provide the promised resources. However, we'd expect the vendor to make sure that team working and effective relationships are created. We put this responsibility on the vendor because in most cases the user company will not have implemented a PDM system before, so will not know what pitfalls and problems are likely to occur in the project. On the other hand, the vendor will probably have implemented the system many times so should be aware of what may go wrong, and should take the necessary actions to make sure that team working and effective relationships are created. (However, we are currently involved with six implementations in a consulting role, and in only one of them has the vendor shown any understanding of the need for team working and effective relationships.)

(ii) Maybe few vendors would want to enforce penalty clauses for customers, but the advantage of including them in the contract would be to force customers to understand what they really want to do and achieve in the implementation, and which resources they are going to commit to it.

(iii) As an alternative to a penalty clause, the vendor can include in the contact a statement describing what the customer intends to do with the system and which resources will be assigned to the project. If the customer doesn't provide these resources during the project then the vendor at least has a basis for showing that it is not solely responsible for the resulting problems.

(iv) But you are right, a co-operative team approach is the way to go.
